Shall La Plata County property taxes for the support of the Pine River Public Library District be increased $337,031 annually in 2020 (the first full fiscal year) and by such amounts as may be generated annually thereafter by an increase in the total mill levy to 4.0 mills (an increase of 1.5 mills from the existing mill levy, provided that the total mill levy may be adjusted to offset revenue losses from refunds, abatements and changes to the percentage of actual valuation used to determine assessed valuation), in order to maintain or improve library services such as,
- Operating days and hours;
- Book and digital collections;
- Technology upgrades and building maintenance;
- Youth learning activities and services;
- Adult education and senior services;
And shall all revenues from the mill levy be collected, retained and spent notwithstanding any limits provided by law?
