Without increasing the tax rate currently being levied by the Upper Pine River Fire Protection District, shall the District be authorized to continue to collect, without expiration, the additional 5.95 mills, approved by voters in 2013 and currently scheduled to sunset on December 31, 2024, and shall the District be authorized to continue to retain and spend for any District purpose the proceeds of such taxes and all other amounts received annually from any revenue sources whatsoever as a voter-approved revenue change without regard to any spending, revenue-raising or other limitation contained within Article X, Section 20 of the Colorado Constitution, Section 29-1-301, C.R.S., or any other law?
