Shall Bayfield School District No. 10Jt-R debt be increased up to $5,000,000, with a maximum repayment cost of $11,000,000, and shall district taxes be increased by no more than $1,400,000 annually for the purpose of remodeling and adding on to school facilities to create an improved middle school, and for improving, repairing or making additions to any school and equipping or furnishing any school building, or improving school grounds, by the issuance and payment of general obligation bonds, which shall bear interest at a maximum net effective interest rate not to exceed 6.5% and mature, be subject to redemption, with or without premium, and be issued, dated and sold at such time or times, at such prices (at, above or below par) and in such manner and continuing such terms, not inconsistent herewith, as the Board of Education may determine; shall ad valorem property taxes be levied in any year, without limitation as to rate or amount of any other condition, to pay the principal of, premium, if any, and interest on such bonds; and shall the revenues from such taxes and any earnings on the investment of the revenues from such taxes and of the proceeds of such bonds (regardless of amount) constitute a voter-approved revenue change?
