Shall Florida Mosquito Control District taxes be increased by an amount to not exceed $40,000.00 annually in the first full year (1999). and by whatever additional amounts are raised annually thereafter by a mill levy at the rate of .700 mills for the purpose of paying all expenses of acquiring, operating and maintaining district facilities and services; and shall the proceeds of such taxes and all other revenues of the district and investment earnings thereon be collected [remainder cutoff].
