Shall Bayfield School District No. 10 Jt-R debt be increased up to $2,900,000, with a maximum repayment cost of $5,800,000, and shall district taxes be increased by no more than $240,000 annually, if and only if ballot issue 3A is approved by a majority of the district electors voting at this election, for the purpose of constructing a track and field area, soccer/football field, outdoor recreation courts, access roads, parking lots, fencing, and improving, repairing, or making additions to any school athletic/recreational facilities, by the issuance and payment of general obligation bonds, which shall bear interest at a maximum net effective interest rate not to exceed 6.5% and mature, be subject to redemption, with or without premium, and be issued, dated and sold at such time or times at such prices (at, above or below par) and in such manner and containing such terms, not inconsistent herewith, as the Board of Education may determine; shall ad valorem property taxes be levied in any year, without limitations as to rate or amount or any other condition, to pay the principal of, premium, if any, and interest on such bonds; and shall the revenues from such taxes and of the proceeds of such bonds (regardless of amount) constitute a voter-approved revenue change?
