Shall Animas Mosquito Control District taxes be increased $300,154.09 annually (in the first full year, 2019 taxes payable in 2020), or by such amounts as may be raised annually thereafter by the imposition of an additional mill levy rate of up to .41 mills, resulting in a total district tax rate of 1.4 mills (the existing voter approved .99 mills and the additional .41 mills), for the purposes of providing mosquito control services, maintenance and improvement of facilities, administration and for other expenses of the District without limitation; and shall the District be authorized to collect, retain and spend the proceeds of such taxes and all other amounts received annually from any revenue sources whatsoever as a voter-approved revenue change without regard to any spending, revenue-raising or other limitation contained within Article X, Section 20 of the Colorado Constitution, Section 29-1-301, C.R.S., or any other law?
