Shall Ignacio School District No. 11JT debt be increased $49,817,669, with a repayment cost of up to $83,950,000, and shall district taxes be increased up to $4,695,000 annually, to resolve health, safety and security concerns identified by the district building committee through the construction, addition, renovation, equipping and demolition of district facilities including, but not limited to:

• Converting the current intermediate school into the elementary school (grades K-5) by making necessary renovations to the facility and the addition of a new classroom wing, the cost of which project may be offset by a standby award for financial assistance from the state under the Building Excellent Schools Today (BEST) Act in the amount of $5,817,669 and which, if funded, will reduce the principal amount of the debt authorized by this ballot issue by an equal amount,
• Constructing a new middle school (Grades 6-8) on district owned property across from the current intermediate school,
• Renovating and constructing additions to the high school (Grades 9-12) joining the facility to the current Junior High School, keeping the existing gymnasium and demolishing part of the existing junior high school,
• Improvements to district-wide facilities including energy efficiency, fire safety and emergency enhancements, and Americans with Disabilities Act (ADA) compliance,
• Selling the existing elementary school property, and
• Land aquisition, if necessary, for the relocation of the bus garage

By the issuance and payment of the general obligation bonds, which debt shall bear interest, mature, be subject to redemption, and be issued, dated and sold at such time or times, at such prices (at, above or below par) and in such manner and containing such terms, not inconsistent herewith, as the Board of Education may determine; and shall ad valorem property taxes be levied in any year, without limitation as to rate and in an amount sufficient to pay the principal of and interest on such debt and to fund any reserves for the payment thereof?
