Shall city of Durango debt be increased in an amount not to exceed $4,000,000 with a total repayment cost of not more than $4,990,000 for the purpose of financing the purchase of water from the Animas La Plata Project; and shall the debt be paid solely from the city's water utility revenues; and shall such debt bear interest at a rate of not to exceed 1.95% per annum and be incurred with such other terms and conditions, including provisions for redemption prior to maturity with or without payment of a premium, as the city may determine; and shall the city be authorized to issue debt to refund the debt authorized in this question, provided that after the issuance of such refunding debt the total outstanding principal amount of all debt issued pursuant to this question does not exceed the maximum principal amount set forth above, and provided further that all debt issued by the city pursuant to this question is issued on terms that do not exceed the repayment costs authorized in this question?
